NEXT BEARS MEETING -- VISITORS WELCOME!

         When:  Wednesday August 12, 2009 at 7:00 pm
				
         Where: The BEARS meeting will be held at Providence St. Joseph
                     Medical Center (PSJMC), 501 S. Buena Vista St.,
                     Burbank. Enter PSJMC property from Buena
                     Vista Street opposite Walt Disney Studios. Drive all the way
                     to end of road way (T-intersection). Turn left and park in small
                     outdoor lot behind parking structure. Mobile Command Trailer
                     is adjacent to parking structure. Meeting will be held in
                     classroom inside parking structure building. Someone will
                     be monitoring the BEARS repeater (446.860 MHz, PL of
                     123.00 Hz, negative offset) for talk-in.

        Subject: The meeting will feature a tour of their new mobile command
                     center trailer for which Joe Dunn KF6MHL and Eric Christensen
                     K6EJC installed the radio communications equipment. There
                     is a small possibility that Fire Chief Ray Krakowski will visit
                     our meeting. Visitors are welcome to come.

The renewal process has been quite an undertaking. As you know the
process is not as simple as it had been in the past. Our ability to print ID’s
and then turn around and issue them in a timely manner is not what it used
to be. Many of the processes handled in house by DCS have been taken
out of our hands. Even though your renewal packets were submitted by the
deadline, there were a few rather large stumbling blocks. Not only was there
a bottleneck outside of DCS, but there were and continue to be issues with
the Livescans. We understand this is very frustrating and are feeling exactly
the same as you. Please note that the Exec. Staff has been trying to get
this process moving along but we are just as frustrated as you.

RACES is no longer a requirement and DCS is not a RACES organization.
To that end, the following will be added to the Admin Manual as soon as
possible: "The previous requirement, that only RACES stations are permitted
to communicate via Amateur Radio when the War Powers Act is invoked,
no longer exists (as of 2003). Therefore, a person delivering emergency
traffic via Amateur Radio, does not need to be a member of DCS in order
to communicate with a Sheriff's District EOC, EOB or other stations during
such an emergency."

August 1, 2009 is a very busy day in which a Quarterly Training session had
been scheduled. In addition the EOB is in the middle of construction which
limits the availability of rooms. Due to these reasons it has been determined
that it would be better to cancel the training session. Please mark your
calendars for November 7 for the next training session. We apologize for
any inconvenience this may cause.

It is now time to review your records for each member to make sure they
are on track for hours for 2009. Each member will need 48 hours in 2009
in order to retain their membership in 2010. Keep in mind that December
is a slow month in which very little occurs; it is difficult to make up a large
amount of hours at the very end of the year. Please note that once you turn
in your report for hours for 2009 (in January 2010) there can be no further
corrections. Please review your report each quarter to make sure that all
hours are included. If you have any questions, please contact
Rick Norwood, Staff 11.

Subject: Re: Arson Watch training

Arson Watch Training will be held on Saturday July 25th.

As a reminder, that once this training takes place, any previous training is
negated and ONLY those members who attend the new training will be
allowed to participate in the field portion of Arson Watch.

This class will include the new updated and revised procedures, the new
forms (ICS 214 vs. previous forms) and fire department light utility vehicle
operations procedures and driver competency review.  
 
This class will be scheduled from 9:00 AM to 10:30 AM for the classroom
and test portion (Arson Watch) and the vehicle operations/driver review
portion will begin at 10:45 AM with approximately 45 minutes to an hour of
classroom and then the hands-on practical driving course to demonstrate
competency.

If members are not able to make this training, that is ok, we will be scheduling
several more in the upcoming months to prepare for fire season and increased
patrols. This is only the first opportunity to get some people spun up ASAP
and begin patrols in August.

The Orange County Fair in Costa Mesa opened July 10 and runs through
August 9. Orange County RACES is manning the Amateur Radio Booth on
Friday August 7 from 5pm to 11pm. Listen for OC RACES callsign
W6ACS on 146.895 R (136.5 PL) and other frequencies.

CBS TV News Legend Walter Cronkite passed away on Friday July 17
at 92. In addition to being one of the all time best TV News reporters, he
was also a very active sailor and amateur radio operator, call sign
KB2GSD. He was featured in a video about Amateur Radio called "Amateur

BEARS members Joe Dunn KF6MHL and Eric Christensen K6EJC have
been invited by PSJMC (Providence St Joseph Medical Center Burbank) to
assist them in displaying the PSJMC Mobile Command Center trailer at the
ASHE (American Society of Hospital Engineering) Convention this August
in Anaheim CA.

The ARRL South West Division Convention will be held Saturday August
15 at the Earl Warren Showgrounds in Santa Barbara. Dr. Kate Hutton
KD6HTN of CalTech Seismology Lab will be one of the speakers at the
hamfest. Various vendors including HRO Burbank and Elecraft will be
attending. A ham rock band including Marty Woll N6VI will perform at 5pm.
Information flyers available at HRO or go to www.sbarc.org for more
information. Exhibitors open at 0800 hrs, tech sessions at 0900 hrs. BBQ
lunch is featured. Plan to attend!

As we enter summer and the accompanying brush fire season, please be
prepared to assist with Arson Watch Patrols. As we transition to the new
Fire Corps program, additional Arson Watch Patrol training will be required
for those who participate. The Fire Department has made a FD white Chevy
S10 pickup truck available for Arson Watch Patrols. Soon we hope to
add D-Net and 2m/440 amateur radios to the truck for communications. 

This Saturday, July 25 is the first new training module for Arson Watch Patrol.
ALL Arson Watch volunteers MUST take this new training which includes
classroom training plus vehicle operation proficiency. Everyone that drives
the city owned pickup truck must pass the driver proficiency test. Training
will be at Fire Training Center. If you are planning to attend, please advise
net control during roll call.

As a result of the hot weather we are having, fire conditions have been
elevated from High to Very High.  

Remember to keep hydrated (DRINK WATER!!) on warm days. An emergency
responder is of no use when they become the victim.

Don't forget to join us at BEARS Coffee Social at Starbucks next to Bob's
Big Boy on Riverside Dr. from approximately 5pm to 7pm on Wednesdays.

Here is the BEARS calendar for the rest of 2009. Plan to attend every month.
Important training will be featured at each meeting. All interested persons
are invited to attend.

CDV Steering Committee has come up with a list of FEMA IS courses that
they recommend for additional training and for the pending new ‘Intermediate’
and ‘Advanced’ CDV membership levels.

information or Google search the course number. Some members have already
completed several of these courses! Send copies of your FEMA transcript
to CDV Training Officer Erik Day at Erikjday@gmail.com.

DCS renewals are in progress. If you are planning to renew your DCS
membership, make sure you have completed FEMA Courses IS100, 200,
700, 800. You also need to have logged atleast 48 hours for 2008. Renewal
forms need to be sent to Crescenta Valley Sheriff Station for Live Scan and
further background check. Persons wishing to remain as DCS members but
not meeting the above requirements will need to retake DCS Basic
Membership classes, etc. prior to becoming a member again.
