NEXT BEARS MEETING -- VISITORS WELCOME!

         When:  Wednesday August 12, 2009 at 7:00 pm
				
         Where: The BEARS meeting will be held at Providence St. Joseph
                     Medical Center (PSJMC), 501 S. Buena Vista St.,
                     Burbank. Enter PSJMC property from Buena
                     Vista Street:
                     
                     IF GOING SOUTH ON BUENA VISTA: Pass Alameda
                     Blvd. -- skip the next road which goes right onto the property
                     of the hospital (this is doctor's entrance) -- the SECOND
                     road to the right is the correct one to take (opposite the
                     entrance to Walt Disney Studio which is on left side of
                     Buena Vista).
 
                     IF GOING NORTH ON BUENA VISTA: skip the first left turn
                     because this is Providence High School entrance. Take
                     second left turn into hospital property. This is directly across
                     the street (on your right) from the Walt Disney Studio entrance.
                     
                     DRIVE all the way to end of the road-way (where there will be
                     a T-intersection). TURN LEFT and park in small outdoor lot behind
                     parking structure.

                     Mobile Command Trailer is adjacent to parking structure.
                     Meeting will be held in classroom inside parking structure
                     building. Someone will be monitoring the BEARS repeater
                     (446.860 MHz, PL of 123.00 Hz, negative offset) for talk-in.

        Subject: The meeting will feature a tour of their new mobile command
                     center trailer for which Joe Dunn KF6MHL and Eric Christensen
                     K6EJC installed the radio communications equipment. There
                     is a small possibility that Fire Chief Ray Krakowski will visit
                     our meeting. Visitors are welcome to come.

The renewal process has been quite an undertaking. As you know the
process is not as simple as it had been in the past with the addition of the
Livescans and additional paperwork. Our ability to print ID’s at the moment
of issue is no longer a process that is available. There are many pieces
to the puzzle that need to be combined, matched up, or gathered from
various locations and departments. If you have any questions, please contact
your DCO. We understand your frustration and feel your pain, however
progress is being made. All parties involved are working diligently to get
this project concluded.

RACES is no longer a requirement and DCS is not a RACES organization. 

To that end, the following will be added to the Admin Manual as soon as
possible: "The previous requirement, that only RACES stations are
permitted to communicate via Amateur Radio when the War Powers Act
is invoked, no longer exists (as of 2003). Therefore, a person delivering
emergency traffic via Amateur Radio, does not need to be a member of
DCS  in order to communicate with a Sheriff's District EOC, EOB or other
stations during such an emergency."

A very special thank you for all who participated in the "Evacuation Drill"
held last Saturday in the La Crescenta area. We had 10 members from
District 12 and 8 RRT team members as well as 4 Staff personnel. Keith
Prebble (W-001) assisted with the use of the San Dimas Mobile Command
Post. The drill was a huge success and the Sheriff Department and the
Los Angeles County Fire Department were very impressed with the
professionalism displayed by DCS.

Our Traffic Control class has not been offered in quite some time. I am in
the process of coordinating an instructor who will be available to teach the
class more than once and in more than one location. The locations will
probably be around Norwalk/Industry and Burbank, either on a Monday,
Wednesday or Thursday, and beginning about 1830 hours. If you are
interested, please send me your contact information and your preference
for location. As soon as the dates and times are finalized,
I will let you know.

Due to a reduction in personnel and changes in the organization, the Exec.
Staff feels there is no longer a need for an additional layer of Administration.
Effective August 1, 2009, the position of LACDCS City Radio Officer will be
eliminated. Please check with your DCO for procedures for turning in your
hours, yours as well as the City Members. In no way does this mean we
are discontinuing our relationship(s) with the City appointed CRO's.
However, City Radio Officers do not need to be members of DCS. Therefore,
any CRO remaining in DCS will need to abide by the rules and regulations
of our organization. All CRO's are welcome to our DCO bi-monthly meetings
which are held on the 3rd Monday of each odd numbered month.

The renewal process has been quite an undertaking. As you know the
process is not as simple as it had been in the past. Our ability to print
ID’s and then turn around and issue them in a timely manner is not what
it used to be. Many of the processes handled in house by DCS have been
taken out of our hands. Even though your renewal packets were submitted
by the deadline, there were a few rather large stumbling blocks. Not only
was there a bottleneck outside of DCS, but there were and continue to be
issues with the Livescans. We understand this is very frustrating and
are feeling exactly the same as you. Please note that the Exec. Staff has
been trying to get this process moving along but we are just as frustrated
as you.

on duty at the CVS station is 1845 hours and you will be done by
2000 hours. This is an excellent time to become familiar with the station
and practice communicating on the net. The time spent counts towards

Thank you to all who participated in the “Evacuation Drill” held with LASD
and the Los Angeles County Fire Department. We had a total of 20 of our
team members who volunteered for this important event. The Sheriff’s
Department and the Fire Department both had great comments on our
participation. As a result, we had 4 people who are hams in the area
inquire in membership. This was in addition to forging a new relationship
with the Montrose Search & Rescue team and their being able to use
us for some of their “call-outs.” THANK YOU TO ALL!

assist them in displaying  the PSJMC Mobile Command Center trailer at
this week's ASHE (American Society Healthcare Engineering) Convention
in Anaheim.

The ARRL South West Division Convention will be held Saturday August
15 at the  Earl Warren Showgrounds in Santa Barbara. Dr. Kate Hutton
KD6HTN of CalTech Seismology Lab will be one of the speakers at the
hamfest. Various vendors including HRO Burbank and Elecraft will be
attending. A ham rock band including Marty Woll N6VI will perform at 5pm.

information. Exhibitors open at 0800 hrs, tech sessions at 0900 hrs.
BBQ lunch is featured. Plan to attend!

Consider taking the ARRL AREC (Amateur Radio Emergency
Communications) Level 1 Course (EC-001). Cost is $50 for ARRL
members, $85 for non members (join ARRL and save!). Class begins

Thanks to Wanda Penner KG6GTA for assisting DCS with the Crescenta
Valley Sheriff mass evacuation drill on Saturday August 1. Assisting other
agencies on drills is excellent practice for real emergencies.

Tuesday night August 4 at San Fernando Police Station, 910 First St.

Tuesday August 4 will be the 26th Annual National Night Out. Burbank
CDV will be on scene at Chandler Bikeway and Keystone from 1400 to

The Angeles Crest 100 run is Saturday September 19/Sunday September 20.
Amateur radio operators are needed for several check points throughout
the course which starts in Wrightwood and ends at Loma Alta Park in

As a result of the hot weather we are having, fire conditions have been
elevated from High to Very High.  

Remember to keep hydrated (DRINK WATER!!) on warm days. An
emergency responder is of no use when they become the victim.

Don't forget to join us at BEARS Coffee Social at Starbucks next to Bob's
Big Boy on Riverside Dr. from approximately 5pm to 7pm on Wednesdays.

Important training will be featured at each meeting. All interested persons

they recommend for additional training and for the pending new ‘Intermediate’
and ‘Advanced’ CDV membership levels.

DCS renewals are in progress. If you are planning to renew your DCS
membership, make sure you have completed FEMA Courses IS100, 200,
700, 800. You also need to have logged atleast 48 hours for 2008. Renewal
forms need to be sent to Crescenta Valley Sheriff Station for Live Scan and
further background check. Persons wishing to remain as DCS members but
not meeting the above requirements will need to retake DCS Basic
Membership classes, etc. prior to becoming a member again.
